In a saucepan, heat 1.5 inches (4 cm) of peanut oil over medium-high heat. Combine 1/2 cup each of flour and cornstarch, 3/4 cup of seltzer water, and 1/4 teaspoon of coarse salt, then stir in 1 pound (450 g) of green beans.
Remove the pods from the batter and fry them in oil in batches for 2 minutes until golden brown. Drain on paper towels. Serve with 1/4 cup soy sauce mixed with 2 tablespoons water, the juice of 1 lime, and 1 chopped green onion.
