Combine 4 tablespoons of softened butter with 1 tablespoon of fennel seeds, 2 teaspoons of sugar, and salt and pepper to taste; use some of the mixture to grease a baking dish. Rub the remaining mixture inside and out of 4 peeled, cored apples.

Place 4 thick onion rings in the bottom of a baking dish and top with the prepared apples. Add the quartered fennel root to the dish. Bake in a preheated oven at 425°F (220°C) until the apples are tender, 1 hour.
