- In a large bowl, combine the flour, baking powder, baking soda, cocoa, sugar, and 3/4 cup chocolate chips. Pour the wet ingredients into a measuring cup. Mix the dry and wet ingredients together, remembering that the best muffins come from a lumpy batter. Step 2
