Make the sugar syrup. Combine 1 cup each of sugar and water in a saucepan and bring to a boil, stirring to dissolve the sugar; let cool. Meanwhile, steep 8 black tea bags in a pitcher with 4 cups of hot water for 10 minutes. Remove the tea bags and add 3 cups of cold water, the sugar syrup, and 3/4 cup of citrus vodka; let cool. Serve with ice and lemon wedges.
